Strengthening Chemical Supply Strategy for a State-Owned Water Utility

Siecap supported a large state-owned water utility in developing a procurement and supply chain strategy to improve the resilience and performance of its chemical supply. Working closely with stakeholders across operations, safety, risk, and finance, we assessed demand, pricing, contracts, and supplier capability. A comprehensive Category Strategy was delivered, including prioritised initiatives and procurement pathways, enabling the client to address audit findings and secure long-term, cost-effective chemical supply.


Executing a Fit-for-Purpose Chemical Procurement Program

Following development of the chemical strategy, Siecap led the implementation of key procurement projects for a major water authority. This included designing fit-for-purpose tender documentation, updating commercial templates, and embedding operational safeguards such as KPIs, safety standards, price review mechanisms and inventory protocols. A contract management forum and demand planning framework were also established, improving market confidence and supply chain responsiveness.


Improving Contract Coverage and Supplier Performance

Siecap worked with a regional water provider to uplift contract coverage and commercial governance across critical chemical suppliers. Activities included rolling out simplified contract templates with forecasting and telemetry clauses, embedding safety and environmental KPIs, and establishing a Supplier Relationship Management framework. These initiatives improved contract compliance and laid the groundwork for stronger supplier collaboration.


Enhancing Supply Chain Risk Management and Operational Readiness

To improve supply resilience and supplier responsiveness, Siecap supported the rollout of forecasting, telemetry, and planning tools across high-priority sites for a multi-region water utility. This included standardising demand planning, leveraging existing inventory assets, and introducing SCADA alarm settings and re-order protocols. A risk-based approach enabled better visibility and more consistent operations during seasonal or unplanned disruptions.


Inventory Policy and Governance for Dam Infrastructure Projects

Siecap developed an inventory management framework for a water authority undertaking significant dam infrastructure upgrades. A gap analysis identified critical weaknesses in existing inventory practices. We then created fit-for-purpose policies covering ordering, storage, issuing, and stock movement — aligned to asset criticality and lifecycle stage — improving compliance, control, and capital readiness.


Planning Depot and Storage Infrastructure for Operational Continuity

Siecap worked with a regional utility to assess and plan storage infrastructure needs across its operational sites. By profiling critical materials and mapping storage needs by site, we delivered concept designs and capacity assessments. Building Scalable Inventory and Stores Procedures

In response to safety and compliance gaps, Siecap developed foundational inventory and materials handling procedures for a multi-site utility. Workflows covered receipting, put-away, preservation, issuing, and returns — aligned to classification and catalogue standards. Designed for scalability, the procedures enabled phased rollout across smaller sites and improved inventory governance.


Master Data Standards for Critical Spares Management

Siecap helped a water organisation develop a catalogue framework to support critical spares management and improve inventory control. We introduced a standardised taxonomy, naming conventions, and classification system aligned with international best practice (eOTD). Over 100 key materials were cleansed and enriched, laying the foundation for data consistency and system integration.

Siecap was engaged to manage the end-to-end delivery of a critical parts initiative for a major utility. We defined the program structure, governance, and reporting cadence, and aligned key stakeholders through a clear decision-making framework.
