Project Development Strategy for a listed Critical Minerals and energy developer
SUMMARY
QEM Limited is an ASX-listed company which aims to become a leading supplier of vanadium and transport fuels, from its Julia Creek critical minerals and energy project in the emerging North West Minerals Province, Queensland.
They needed to collate the various technologies, development options and approvals paths.
Siecap was approached to prepare a comprehensive project development strategy, feasibility study pathway and a timeline that leads to a bankable project and financial investment decision.
OVERVIEW
QEM’s flagship Julia Creek vanadium/oil shale project has a unique world-class resource with the potential to deliver innovative energy solutions, through the production of energy fuels and vanadium pentoxide, which is identified by the Australian Federal and US Governments as a Critical Mineral.
QEM has carefully applied itself to developing innovative technical approaches to the complex issues of creating a high-value vanadium product using renewable resources to create a low-carbon transport fuel from the oil.
Developing Innovative and challenging technology options for vanadium extraction from oil shales, that introduces green technology solutions, such as hydrogen and renewable energy into the value chain.

RECOGNISED NEED
Whilst the technical; and technological solutions are well in hand. The company recognised the need for a company with strong project development experience and discipline, to act on its behalf to bring together a structured development strategy.
This required Siecap to undertake a comprehensive review of the value chain, including mining, processing, infrastructure, markets and supply chain, and the application of a disciplined project management approach.
SOLUTION
Siecap developed an Owner’s development strategy that incorporates the extensive Resource definition, test work and technology development undertaken by QEM to date, and integrates renewable energy and green hydrogen to generate clean power for export and internal consumption, as well as electrical energy for green hydrogen production.
CONCLUSION
QEM has a comprehensive, integrated project development strategy document that enables the company to articulate its forward-looking vision to the market and its shareholders.
Siecap’s extensive project management experience in mining, energy, and hydrocarbons provides QEM with a pathway to unlocking the North West Minerals Provinces’ vanadium Resource.
Siecap has a strong client focus, that has combined well with QEM’s exceptional technical development focus to create a cohesive ‘Owner’s Team’ approach to developing the company’s high-value battery minerals and transport fuels project.
